In the end it will hurt the USA more then less developed countries. The whole american-dream suburban lifestyle depends on cheap oil... and most of those same places lack any form of public transportation infrastructure.
I highly suggest watching "A crude awakening"; it's probably the best documentary about it.

^I could only imagine how our extravagant Western lives will end up dying like a star when oil becomes more and more scarce; probably the next generation of children may never be able to enjoy the highly gas dependent luxaries we take for granted right now like cars for example. But the sad fact is few ppl acknowledge our impeding doom let alone do anything about it; instead the situation only seems to get continiously worse as even though the supply for oil (or just about any other natural raw resource is going down) the demand for it is going up both because of a ever growing lust for luxaries for the rich nations and a growing population for the ever more desperate overwhemling majority of the poor. Ah, isn't corporte captialism great for our plant and species...

Supposedly ethanol obtained from switchgrass will get cheap enough to the point where producing it would cost 1 dollar a gallon in 20 years as the development of enzymes gets cheaper with new advances.
Europe's transition wouldn't be too hard because they are more rail dependent, and have denser cities, where people can take mass transit to work. The interesting thing to see is how US cities do, whom are sprawled, with inadequate public transportation. Expect an online decentralized economy in the US to become bigger and bigger.
